Rispetto alla versione precedente (quella di febbraio 2007) le differenze
sono:

   - la versione Draft 2 è stata elaborata dal Drafting Team "Metadata";
   la versione Draft 3 è stata invece elaborata dalla Commissione Europea,
   sulla base della Draft 2 e delle oltre 1200 osservazioni ricevute
   - la versione Draft 3 rappresenta il documento di Implementing Rule, e
   contiene solo i riferimenti agli elementi obbligatori (ISO19115 o ISO19119),
   quindi è da intendersi come "mandataria"
   - gli allegati ed i capitoli introduttivi della versione Draft 2 sono
   da intendersi come "informativi".
   - nella versione Draft 3 è stata eliminata la distinzione tra
   discovery, evaluation e use (previsti nella versione precedente; non esiste
   più la distinzione tra "Livello 1" e "Livello 2", ma solo tra metadati per i
   dataset e serie, e metadati per i servizi
   - nella versione Draft 3 si fa riferimento, per le keyword, all'uso di
   tesauri (es. GEMET) e, nel caso di dataset e serie di dataset, si indica che
   almeno una parola chiave derivi dal thesaurus GEMET
   - nella versione Draft 3 sono state introdotte due nuove Codelist:
      - IR_ServiceClassificationCode contiene i valori di "tipi di
      servizi"
   - IR_ConformityDegreeCode, contiene i valori di "grado di conformità"
