WP INSPIRE è prevista una catena di "momenti" di consultazione.
Il Planner (pag. 37) prevede che le varie bozze di Implementing Rules (ci
saranno 3 versioni di bozze, prima dell'approvazione finale) possano essere
commentate prima dalle sole SDIC o LMO
<http://inspire.jrc.it/ir/index.cfm>registrate (NB: le comunità
interessate possono registrarsi
<http://inspire.jrc.it/sdic_call/index.html> in qualsiasi momento) e
successivamente da tutti (public consultation).

Questo significa che ci sono i modi ed i termini per fare tutti i commenti e
le osservazioni che si vuole.
Sui servizi si parte subito: le prossime tappe, a grandi linee sono (le date
potranno subire variazioni, ... anzi su alcuni item sono già in ritardo):

   1. consultazione SDIC/LMO su draft1 IR "Discovery and View Services"
   (giugno-settembre 2007)
   2. call per SDIC/LMO per la presentazione di specifiche  dati per i
   temi dell'Annex I (giugno-settembre 2007)
   3. call per SDIC/LMO per la presentazione di specifiche  dati per i
   temi degli Annex II e III (giugno-??? 2007)
   4. call per SDIC/LMO per la partecipazione alla definizione delle
   specifiche dati dei vari temi  (giugno-settembre 2007)
   5. User requirements survey (giugno-settembre 2007)
   6. consultazione pubblica sul draft2 IR "Metadata" (giugno-agosto
   2007)
   7. consultazione SDIC/LMO su draft1 IR "Methodology for Specification
   development" (luglio-ottobre 2007)
   8. consultazione SDIC/LMO su draft1 IR "Monitoring and Reporting"
   (ottobre-dicembre 2007)
   9. consultazione SDIC/LMO su draft1 IR "Coordinates Transformation
   Services" (dicembre 2007 - marzo 2008)
   10. consultazione SDIC/LMO su draft1 IR "Download Services" (dicembre
   2007 - marzo 2008)
   11. consultazione SDIC/LMO su draft1 IR "Data Exchange" (dicembre 2007
   - marzo 2008)
   12. consultazione SDIC/LMO su draft IR in generale (??? non ho capito
   ...) (maggio-luglio 2008)
   13. consultazione SDIC/LMO su draft1 IR "Harmonised data specification
   for Annex I data theme X" (novembre 2008 - gennaio 2009)
   14. ...


In mezzo ci saranno altre tappe (formali):

   - redazione draft2 delle IR alla consultazione Inter-Service (servizi
   della Commissione Europea) per raccogliere loro feedback
   - redazione delle final draft, che verranno inviate al regulatory
   committee (*)
   - regulatory process (procedura prevista dal Consiglio): senza
   scrutinio per Metadati e Monitoring&Reportin, con scrutinio per il resto
   - adozione da parte delle Commissione Europea (a partire da maggio
   2008)

Da qui in poi (2009 in avanti) le IR devono essere "tradotte" in azioni,
strumenti, norme, etc a livello nazionale. Gli Stati membri, inoltre,
dovranno monitorare e produrre report triennali sull'implementazione di
INSPIRE nei loro contesti.


(*) The regulatory nature of the Implementing Rules requires the Commission
to present them to a Regulatory Committee of Member States representatives,
referred to as the INSPIRE Committee, which will officially start its
activities at the beginning of the Transposition Phase
