[Gfoss] GDAL per windows con driver ecw

Ciao a tutti,

For those in the MapServer & Windows world: MS4W (https://ms4w.com) 
includes an ECW plugin.  A new MS4W was released today (version 4.0.3), 
bringing with it many changes, including a new ZOO-Project WPS demo, 
fully driven through MapServer and GeoJSON output through WPS requests 
for spatial actions as buffer, union.. (you can actually give the demo a 
try on the official MS4W demo server at 
https://ms4w.dev/zoo-project/demo/ )  Another change is an update to the 
PDAL point cloud tools.  Many changes!
