Mah, per quanto ne ho capito io, credo che OSGeo stia sbagliando :-)

LMO significa "Legally Mandated Organisation" ed è definita come "/all 
the Member States’ public authorities, institutions and bodies who 
already have or will get a legal mandate to set up and run one or some 
of the components of national and regional SDIs, and which are eligible 
to become the MS’ contributors to the INSPIRE for a particular 
component. These components cover all fields of activity targeted by 
INSPIRE and can be either of a technical nature, or of a policy and 
organisation related nature./"
Quindi sono gli enti/organizzioni pubblici a livello nazionale che hanno 
un mandato legale di creare una SDI regionale o nazionale in INSPIRE. 
Non credo OSGeo rientri in questa definizione...
SDIC invece sta per Spatial Data Interest Community, i.e."/bundle human 
expertise of users, producers and transformers of spatial information, 
technical competence, financial resources and policies, with an interest 
to better use these resources for spatial data management and the 
development and operation of spatial information services [...]/".
Direi che ci si sta dentro meglio :-)
