[Gfoss] ST_OffsetCurve

Ti serve la 2.0. Non e' un upgrade facile, ci vuole un dump/reload se vuoi
tenere i dati.
Se ci vuoi passare il weekend fai sapere che problemi hai avuto a
compilarlo.
Perche' tu _vuoi_ compilarlo, altrimenti non sarebbe un weekend abbastanza
divertente :)

Trattami bene la OffsetCurve che e' un'altra figlia ;)
