Nel doc Draft_Technical_Guidance_View_Services_v1.0 [1] c'è un bel
riferimento al Osgeo:

4 INSPIRE Profile of Cache WMS (page 13)

Operating a WMS can be stressing for a MS infrastructure when MS
datasets are large and the
INSPIRE performances have to be met. A lightweight profile of WMS can
be used to lower the initial
effort to bring datasets to the network. Based on OGC's WMS 1.1.1, it
is possible to use a Tile caching
service as defined in

Sono ancora bozze, ma guardando la nuova roadmap di INSPIRE [2] sembra
proprio che siano quasi definitive: il 15 novembre verranno inviate al
Inspire commitee per la successiva adozione.
