un'ipotesi:

forzare COPY a considerare il delimitatore TAB???
cioè aggiungere "USING DELIMITERS '\t'" alla riga 92


COPY roads_europe (gid, source_id, target_id, the_geom, edge_id) FROM
stdin USING DELIMITERS '\t';

non saprei...
